Looks like the teen was allowed to drive unsupervised. He was speeding up and did not stop at a stop sign. He was riding with friends. I’m not sure if the father knew about that.

If he gave the kid a gun which the kid did not know how to operate and let him go outside where other kids were it would probably be the same thing.
