Within weeks of Zohran Mamdani being sworn into office in New York City, homeless encampments have popped back up in Manhattan after he vowed on the campaign trail to stop clearing them away.
The democratic socialist, who took office on the first of the year, said in December he would stop the destruction of homeless encampments in the city - a hallmark of the previous administration led by Eric Adams.
'They are simply pushing New Yorkers who are living in the cold to another place where they will live in the cold,' Mamdani said at the time.
In the 23 days Mamdani has been in City Hall, encampments have popped up in Manhattan, including in the Upper West Side, Hell's Kitchen, and near the United Nations.
An East Village encampment showed a large display of suitcases, office chairs, trash bags, and tarps, among other items lined up along a graffitied wall.
Another in Chinatown showed two stolen shopping carts filled with reusable bags, trash bags, and more near Columbus Park.
As the days go on, more and more encampments are littering the streets - something rarely seen during the Adams Administration.
In 2022, Adams called for an initial sweep of 200 encampments when he launched his policy.
In 2025, he announced a $650million, five-year project to combat street homelessness and mental illness, which included more 'safe haven' beds - an alternative to the shelter system.
He also employed an outreach program to help get homeless people into shelters, which Mamdani criticized as ineffective.
Mamdani said Adams' approach to the homelessness crisis in the Big Apple just forcing unhoused New Yorkers to pack up shop and move to a different outdoor location.

they are all drug addicts, otherwise they wouldn’t be on the street since there are countless shelters. But the shelters wont let them do their drugs, so they prefer the streets.

One day, NYC subway, this exquisitely coiffed and appointed young woman changed her seat when an EXTREMELY smelly twenty something guy sat next to her. When she did what he knew she would do he began his defensive moralistic ultra dignity snarling. I cut him off by angrily pointing out that he smelled worse than dogshit ( no exaggeration )and as such should shut the hell up. He correctly gauged my intentions and shut the hell up. This was 1990 when the press were going full tilt as the homeless’s press agents. The younger ones like this guy were self consciously lording around like they were someone and I’d gotten real sick of their act. As a result my words had come out even louder and angrier than I’d intended.

During Covid, there were mostly young beggars at every intersection near the main shopping district in town. All the big box stores were hiring at ~$18 to $20 a hour because many of the elderly workers quit because of Covid. The hiring signs stayed posted for quite sometime. Begging must pay better.
Drop off large amounts of fentanyl in these camps.
Well, when Mamdani makes public transportation free, you can be sure the homeless will pile into buses and subways to keep warm.

San Francisco is the most glaring example, the place is so overrun with drug addicted and deranged homeless that it's hard to avoid discarded syringes and piles of human excrement on the sidewalks. Not far behind San Francisco is Portland. Meanwhile, Austin TX practically prides itself by being a haven for the homeless in conservative Texas - it's impossible to drive under an overpass anywhere and not encounter a tent camp of bums and filthy pandhandlers at every intersection.
The only reason places like NYC, Philadelphia, and Minneapolis are slightly better in this regard is that the cold weather keeps many of the bums in shelters and out of sight, at least in the winter.
Adams turned out to have more common sense than I would have expected.
