The First Amendment protects speech and peaceful assembly – not rioting.

They must be tried in the Federal Court within the district where it happened. That is the last thing law enforcement normally wants to do is “send out warnings of upcoming arrests”.
That lets people flee, destroy evidence and more.

If she were serious, there would be no warnings, and the enforcement would involve RICO against the organizations and financiers. There would be accounts seized etc.
