It's not factual. Go look at how Congress is organized. A subcommittee is not a committee.

Committee leadership positions are highly prized in Congress, and they don't just get assigned to anyone. Seniority and/or a high level of competence are required for House committee leadership posts -- at least in the Republican Party.
