True enough and people can ask or search for contractors who will do so.
But if the Californians that drive these building crazes cut down on the size of their home then all they would have left is the 6 bathrooms.
You’ll probably find that for new construction, many of the costs are fixed no matter how large or small the house is — like sewer lines, electrical connections, building permits, two-car garage, patios or decks, etc.

My HOA has had a minimum 1,500 sq ft requirement for any new construction for years. Most of the existing homes are well over 2000 sq. ft, however.
But like everywhere else, construction has boomed here in recent years, and the new homes are smaller. Most are between 15-1800 sq ft. And I have not seen one sell for less than $450 thousand.
