Several options.
1) Bring in H1b for 1/2 the staff and citizens for 1/2.
2) Offshore with 100% non-citizens. 0% Citizens.
3) 100% citizens.
4) Like #1 but 90-10.....or 10-90.
5) AI and be damned those humans.
6) . . . .

Few have offshore on their radar. Example: Many pages were written about GA 2020 elections. Other than me, who else mentioned offshore?
