First rule of negotiating for negotiators, Never bargain against yourself. SOTH made his offer that passed the HOR. The Democrats counter continues to be defeated in the Senate. It gets less votes than the approval of the House CR. At this point, as I see the status of negotiating, which I don’t think is an accurate description, is that the Senate must tender a validly authorized counter, or accept what is on the table. SOTH would be stupid to cave in and start changing the passed CR. Even if PDJT says that he is open to negotiating. It is not about a negotiation - it is about passing a CR that moved the ball forward. If the lawfully passed CR in the Senate is different than the House, then there could be a negotiation.

Frankly, I am sad if workers do not get back pay, but that is the risk of working for an employer that is tight on funds. In private life, workers get first fruits of the bankrupt company. Let them abandon their dalliance of working for Uncle Sam knowing that the continued funding is always in doubt.
