Covid is an example of what I refer to as an issue with “inertia.”
Ever so often, you get issues where all the powers to be are pulling in the same direction. It’s a tug of war where one side is disproportionately strong.
With Covid you had an election year and Democrats were exploiting this disease ruthlessly (who can forget the likes of Schumer, Pelosi, Cuomo all beating the drum as loud as possible?). The NIH/CDC saw it as their 9-11 moment, with their budget and scope of authority expanding dramatically. Big pharma stood to make a lot of money. The news media had their burning church with people jumping from the rooftop on a Sunday story. Internationally you had organizations like the WHO cheering this on. You had multiple pandemic movies released along the last two decades and people were tuned in. In fact, much of the early speculation about the origin etc of Covid mirrored movies. And when the federal government offered free money to the big corporations like the airlines for doing nothing essentially (for the shutdown) the last bastion of resistance crumbled.
When something like this starts to slide, it’s like an avalanche.

In 1980 Covid would have been labeled as a bad flu year and that would have been the end of it.
