Russia on Wednesday strongly condemned the Israeli attack on Qatar's capital Doha, calling it "a gross violation of international law and the UN Charter," and "an assault on the sovereignty and territorial integrity of an independent state."
In a statement, the Foreign Ministry emphasized that Israel targeted Qatar's residential district, purportedly aimed at high-ranking members of the Palestinian Hamas movement who were reportedly located there, killing at least six people, including a Qatari police officer and injuring several people.
"Russia views this incident as a gross violation of international law and the UN Charter, representing an assault on the sovereignty and territorial integrity of an independent state," the ministry stressed.
The Russian diplomatic service further added that the Israeli actions constitute a step leading towards further escalation and destabilization in the Middle East.
"Such methods employed against those considered enemies or opponents by Israel warrant severe condemnation," it said.

An international law breaker like Russia should have zero to say in judgement of any other country’s actions; their own actions have forfeited that privilege.
Qatar Condemns Israeli Strike on Hamas
Qatar can call the strike cowardly but lacks the national character to assert a separate identity. The country surrendered much of its sovereignty to form a confederation with Hamas. If one is willing to recognize the substance of this terrorist organization, then its powerful influence becomes obvious. Qatar has become as much an abetting resource as Yemen, Lebanon, and Syria.
The country also houses the Al Udeid Air Base used by their country, USA, and RAF. Obviously, the US and Great Britain knew Qatar was being used as a sanctuary for Hamas and should have exerted influence to stop it.
The official Qatari chapter of the Muslim Brotherhood was disbanded in 1999, but Qatar continues to provide the organization with financial, media and diplomatic support including through the Qatari-owned satellite network Al Jazeera. Qatar is also home to prominent Brotherhood leaders such as the group’s spiritual leader, Yusuf al-Qaradawi. I find the Muslim Brotherhood memorable for Ayman al-Zawahiri’s membership before he became number two man for al-Qaeda and for its primary role in assassinating Anwar Sadat.
The action by Israel should not have been required for the country to consider a proper balance to its foreign policy. However, I guess to be an Arab leader you must be schizophrenic.
The irony boggles the mind.
So, rather than being outraged at Russia for the attack or Qatar and you should be outraged we haven't demanded Qatar stop harboring Hamas fugitives.

I don’t believe they would tell Qatar in advance because that would pretty much guarantee a quick phone call to the Hamas guys to vacate the premises, along with security, and Israel would know that and would not want to have only collateral damage.

When you look back at history, the Arabian land mass has been a more or less continuous battle between tribes,shieks and emirs and etc. The Al Saud conquest of most of Arabia settled that practice down.
Rather than continue the fights, the emirs of the United Arab Emirates chose wisely to form a union. Down in Yemin, that battle continues with the Houthi currently on top.
It is my belief that everything the Emir of Qatar does is existentialist in nature to maintain his very existence. His but must have thick callouses from prolonged sitting on the fence.
