There was an interview with an incarcerated pedophile that had been physically and chemically castrated. He looked right into the camera and stated “do not let me out.” He knew what he was. He knew what he would do outside of prison.

Castration does not mean the man cannot “function sexually”. It may not solve the problem, and if given a choice betreen prison and castration, choosing castration lets the offender roam among us. If he gets testosterone from somewhere he’s almost back to normal.
