I don’t blame the guy. There are leash laws for reasons and there are some that have been through dog attacks that have hurt of maimed them or loved ones. Just because you think little fluffy wouldn’t harm a fly doesn’t mean he won’t.
Yeah, no. I would only shoot them if they started biting me. Most dogs would not do that, though... even off the leash. That said, I would make sure the owner paid any damages for not keeping them leashed. It is the law, after all.
Maybe it’s not the best advice, but when a dog of medium to large size approaches me and I’m not familiar with it, I get down on my knees and open my hands, remain calm and speak softly, keep your distance from the owner who they want to protect. When they see you have nothing in your hands and you are not a threat, the will leave you alone. They may still bark and look a bit threatening, but not harm you. It’s worked for me several times.
I was once ‘treed’ on a repeater tower by a pack of feral dogs. This in rural WA state. After I got back down, I filed a local police report and took the report to the State office in Spokane, applying for my CCW. Granted on the spot.
I carried a 357 full time after that. Never got treed again.
BTW, I was shew up as a kid by a loose dog.
You never know from these reports.

Were the dogs Golden retrievers? Black Labs? Pit Bulls? Malinois? Miniature Poodles?

How do you justify shooting a dog just because it’s off leash.

When such stories include the breed of the dog, particularly those in the fighting dog group, agitators for that breed go nuts, hounding the publication by claiming it has to retract and ‘that’s not a pit bull’ and ‘they aren’t dangerous! You’re stigmatizing the innocent breed!’ and ‘it’s the owner’s fault not the breed!’. In the comments, the equivalent of chair throwing brawls break out, if they are fighting dog/breeds. People screaming that only the ignorant believe that’s a pit bull (or related breed) etc.
SO, when a fighting dog breed is involved, the news papers and online publications increasingly omit the name of the breed, similar to the practice of removing race from the description of a wanted murderer who fled on foot.
The reasonableness if the shoot depends very heavily on the breed of dog. If they were friendly types like golden retrievers or labs or if they were just little dogs its not reasonable. If they were pit bulls, its quite reasonable to open fire rather than allow them to sink their teeth into you.
When i carried in philly i figured i would shoot a dog before i had to defend against a person. Lots of large aggressive dogs.

As a CCW he should know to avoid situations that might require a firearm. De-escalation is the word.
Even if he’s found completely innocent by a prosecutor and in a civil action, I’m guessing he would have chosen a different direction than walking towards two unleashed dogs that he felt threatened enough to shoot.

When I was a girl, I used to ride my bike (and horses) and up and down our country road (about a mile). When I was a pre-teen, a couple down the road moved in with Dobermans and I had to move really fast not to get bit. That was bad and I was worried I’d get hurt, or my horse. This was before leash laws.
On the other side of the spectrum, I now have chickens, chickens, goats and two large Great Pyrenees. When I say large, my largest GP is 183 lbs. They do not leave the 2 acre barn and pasture, ever.
All my neighbors know the GP are gentle giants, but if our goats were provoked, idk what they would do. I have told them this. A neighbors’s kids chased our goats once and ever since, our GPs don’t like kids too much. Another tune, a neighbor’s teens tormented our Pyrs and goats by riding their ATV back and forth along the fence line.
We allow one (kind) neighbor’s grandkids to feed them treats through the fence to help them adjust to people who are kind, and our dogs generally like them. They are learning to accept our pet sitter, who sits for a long time and lets them come to her, once the Pyrs are your friends, there is no issue. If I introduce then Pyrs to a visitor, there is no problem. Pyrs are smart in that if you are ok with a visitor, they are ok.
I feel so much of this comes down to owner responsibility. My vet (whom I really like) and I will never see eye to eye on one thing: if a dog comes onto my property and harms a goat or chicken, I will not hesitate to stop that, including shooting. I have made every effort to avoid that: tall fences, livestock guard dogs, live wires, etc. but my vet owns a sweet rescue dog shot by a farm owner. He blames the owner that the shot, not the other that let the dog roam.
So we have to agree to disagree. We respect each other and he’s been my farm vet for 15 years. 🤷♀️
