abolutely. if they were small yappy dogs shame on him but if they were decent size it could change things

This article is an example of the typical trash reporting that passes for journalism these days.

Were the two off-leash dogs little furballs looking to play with a new friend? Or were they two crazy, snarling beasts?

It matters. But the author evidently did not bother to find out.

not really! The dog owner had NO business letting her dogs off leash. Even little dogs can cause dangerous injuries from bites. The man attacked could have had health or frailty issues. Shoot first, ask questions later. And then sue the dog owner.
I have had dogs all my life, mostly black labs. I would not dream of having them off leash in a public setting, even if all they would likely have done was slobber on someone’s shoes.
Some people ought not to be allowed to have dogs , or children for that matter; their brains can not process that much data.
