Driver Honks at Cop Car Idling at Green Light, Gets Arrested 5 Minutes Later

Matthew Edwards, a hard working welder, had just worked a 14 hour shift and was waiting to turn into his neighborhood in Troy, New York. A marked police car was waiting at a red light in front of him at the intersection where he was waiting to make a left turn onto the street where he lives. But when the light turned green, the police car didn't move. After waiting a few moments, Matthew briefly honked his horn to alert the distracted police officer that the light had turned green. Within 5 minutes, Matthew would be violently arrested by that officer, Taylor Ganache with the Troy Police Department.

Policing is a unique profession. Among other things, they must be more careful about always behaving in a professional manner. And too often they don’t.

Here’s what I mean. A person who had a couple of bad experiences with plumbers probably won’t mistrust and dislike all plumbers. But a person who had a couple of bad experiences with cops probably will mistrust and dislike all cops.

And that ain’t good for society.

By my experience and observation, I estimate that perhaps 15% of police officers are complete trash. The rest range from adequate to amazing. But in such a profession, 15% trash is way too high a number.

Same as if 15% of emergency room surgeons were complete trash. It’s just not acceptable.

By the way, when I’m criticized here on FR about my 15% estimate, it’s almost always because folks think that number is way too low.

The problem with asserting that a specific percentage of cops are unacceptable is that there is not a fine line between "good" and "bad". Instead of black and white, there is a gradation between the best and the worst. A particular copy may be 85 percent professional in one instance, and 20 percent professional in another. They are human, after all.

Remember your Blade Runner quotes: "You're cop or you're little people."

The only good that can come from this is welder guy sues, and gets a decent payday.

This stuff ends when:

1) Qualified immunity is abolished.

2) Judgments are paid by the offending public servants, not by the taxpayers.

3) The offending public servants do serious jail time.

Even worse than these miscreants are all the so-called "good cops" who stand idly by, tolerate, and cover for these creeps.

I’ve never encountered a ‘bad’ cop. Every one I’ve interacted with has been respectful, competent, and friendly.

I guess I’m just lucky.

Just another good reason to avoid Troy on our travels through NYS.

Traffic there is a nightmare to begin with. Who needs this kind of hochul fueled crap on top of it?

I think it depends on where you are, city or country.

I would expect city cops to be more on edge especially in wonderful, safe, prosperous democrat eutopias like Troy/Albany. I've rarely heard of this kind of thing from rural LEOs, although I don't doubt it happens.

There are cops out there who are solid gold heroes every day. There are cops who punch a time clock in and out nothing more and then there are cops out there who could and would piss off a nun.

Taylor Ganache with the Troy Police Department. He would be the last type......Remove his qualified immunity and sue him and the city so hard their mommy's cry (attach and put a lean on his retirement) and then throw in jail time for the civil rights violations.

Statewide Horn Honking Laws

Beyond New York City, the New York State Vehicle and Traffic Law (VTL) also addresses horn usage. VTL § 375 mandates that every motor vehicle must have a horn or signaling device capable of producing a sound loud enough to serve as a danger warning. This state law further specifies that the horn should not be used for any purpose other than a reasonable warning, nor should it be unnecessarily loud or harsh.

While the state law shares the principle of using a horn for warning, it is generally interpreted as less restrictive than New York City’s explicit prohibition on all non-danger warnings. The state regulation still emphasizes that the horn’s purpose is for safety, preventing its use for general communication or impatience.

Permissible Uses of a Car Horn

Despite the restrictions, there are specific situations where using a car horn is legally permissible and even expected. This means the horn should be used to alert others to an immediate threat or to prevent an impending collision.

Examples of legally justified honking include alerting a pedestrian who is about to step into the path of your vehicle without looking. It is also appropriate to sound your horn to warn another driver who is drifting into your lane or appears unaware of your presence, potentially preventing a side-swipe. Additionally, honking when approaching a blind curve on a narrow road can warn oncoming traffic of your presence, reducing the risk of a head-on collision.

Penalties for Unlawful Honking

Violating horn-honking laws in New York City can result in financial penalties. A summons for unnecessary honking under New York City Traffic Rules, Section 4-12(i), carries a fine of $130. However, the New York City Department of Environmental Protection (DEP) Noise Enforcement Camera Program issues violations for excessive vehicle noise, which can include honking, with fines starting at $800 for a first offense, $1,700 for a second offense within 12 months, and $2,500 for a third or subsequent offense within 12 months.

The city’s Noise Enforcement Camera Program, managed by the DEP, is an active enforcement initiative that began issuing violations in 2022. Local Law 7 of 2024 further mandates this program, requiring the DEP to install no fewer than 5 noise cameras in each borough by September 2025

It is too low. Say your 15% is accurate, but that number grows significantly by the simple fact that the 85% will not speak up or will defend their colleagues action, which includes any investigation into misconduct.

And in this case, the cop's sentence should include his lugging the arrested guy's trash barrels off the street and placed behind the gate on trash days for the rest of his life.

I think honking at a cop must be genetic thing that ignites road rage. I did that to one in my small town while he was at a stop sign with his attention elsewhere. He hopped out of the cruiser and wanted to give me a ration of shite until he recognized me. He's now our police chief - not a bad guy, but definitely his temper needs tweaking.
