The War Powers Act only requires notice, in writing, to the Speaker of the House (Johnson), and the Senate President Pro Tempore (Grassley), within 48 hours of the military action taken... TAKEN... as in past tense...

The President does not have to notify all of Congress, or all political parties, and he does not need to notify them BEFORE any actions whatsoever.
