This scam is getting out of control. Another one of these guys got caught stealing gift cards, altering them and then putting them back on shelves so that he and his criminal group could steal from hard working Americans.
He hit multiple locations in a short amount of time, when one of the locations called to warn another location about this scam they realized he was already at the 2nd location. Police arrived and detained him while they tried to figure out what happened.
It's basically impossible for anyone to tell what has been tamped with and what has not. They searched his vehicle and found almost 2k gift cards in 2 large duffel bags.
He was arrested and they have now linked him to similar crimes at 10 other locations. He is a Chinese citizen and was in the country illegally.

Not only he knows how to steal them he knows how to use them once he has taken them.
Kind of off topic but this morning a lot of people in immediate neighborhood woke up to find their mail on the street they forgot to take in from yesterday.
No telling how many bank, credit card, and whatever else type of financial information was obtained.

Okay I’ll try to explain it best I can.
They steal the cards. take them home then tear them off the paper. They copy card info from the cards. Then glue the cards back on the paper it came with and take it back to the store and stick them on the rack.
Okay you come in and try to buy one. You load the money on the card. However the money does not go on the card. They have all the card into somewhere else and that is where the money goes when it’s loaded. So they get the money.
Then customers are pissed off and blame the store where they bought it. However the store that sold it to the? they can’t tell it was stolen and then returned as the sales lady says in this video. She even says “we rarely catch them” so to catch this guy was a big one.
Someone steals a bunch of new, unloaded cards. They scratch off the gray masking and write down the security number. Then they reapply a masking and put the cards back on the rack. After that they periodically log on using the security number to see if it’s been activated and loaded with money. If it is they use it as if the card was in their possession.
He probably knows more English than he is admitting.
A few years ago I had to go to a police station to file a report. Right next to where I was waiting was a partition. Behind the partition were 5 or 6 college age foreign Asian students. One of them was being held because he had beat up his girlfriend. The perp wasn’t talking and the friends claimed to the police that the guy couldn’t speak any English. Then the police left the room for a while and lo and behold, the perp could speak English!
The police aren’t stupid. They know the foreign student had to be able to speak English to be accepted at the well known school, the one that Trump is attempting to cancel their foreign student visas.

On the back of the gift card there is a long number - usually 10-16 numbers long. Then there is a 4 number PIN number under a silver scratch off panel.
The thieves steal the card and record the number and the PIN number for each card. They buy the silver film to re-cover the PIN number so it looks unused or untampered with.
Then they put the cards back on racks where people will purchase them and load them with money. The thieves have the numbers already so all they have to do is to keep running the numbers and PIN codes until someone purchases the cards and loads the money and then the criminals steal the money.
Just what we need is illegals running more scams on us. It’s not like I don’t get 2-5 per day via text. Toll scams, medical care scams legal scams …. It’s gotten ridiculous I’m not sure why the cell phone companies continue to let them come through. I’m ready for someone to sue cell companies for letting known scams get to us. I ge 3-5 toll toad scams come to me that don’t even have a country code (not area code but country code) get delivered. That is a complete failure on their part of basic services. Yes Verizon I’m talking about you. Yousuck.
