That's when the state's ban on the manufacture, sale, or import of keys, toys, dishes, and other common items containing more than a tiny percentage of lead or cadmium goes into effect. The purpose of that law was to remove dangerous heavy metals from products that come into contact with children. The trouble is that almost all keys sold today have more lead than the new law's 0.09 percent limit on lead content.

This is a great example of how safety and environmental regulators distort science.

It's true that lead is toxic ...if ingested in sufficiently high doses. It's true that cadmium is a carcinogen...in sufficiently high doses. It doesn't then follow that trace amounts of either are dangerous in a non-edible item.

As for the possibility that kids may eat the keys (there's always the "it's for the children" card), I remember my parents giving me a house key for emergencies as soon as I started school as a little kid. What I don't remember is ever trying to eat it, nor did anyone else.
