I watched the whole thing and have no idea what happened other than the gibsmedats want some cha-ching.
The ride-along guy was also fortunate to avoid prosecution or a civil suit by the relatives of the offender. He definitely should have kept his mouth shut as the reinforcements arrived.
There is the idiocy of officers giving commands ("Show me your hands!") to a dead offender. I suppose they cannot really be sure he was dead and must follow a standard rule of engagement. It always looks stupid, but seems unavoidable.
Then there is the aftermath of a news conference with a bunch of angry relatives demanding "the truth" (and settlement money from the police department). This feature has become very irritating.
The redacted video with pixelation and defocused scenes makes it very difficult to understand what was happening.
The ride-along guy used a chokehold to subdue the offender - Estaban Lowery. Lowery died from the effects of the chokehold.
A subsequent toxicology report noted the presence of methamphetamine and THC in Lowery's system.

If the cops can’t reasonably defend themselves (and, this is a prime example), how in the world can they protect the public?

This cop was poorly trained.
Some cops have never been in a fist-fight in their lives, let alone a gunfight!
The officer was trained to intimidate law-abiding citizens and get them to comply with orders. He was clearly not trained to deal with insane people who are armed. Most police do not have proper training for that.
You do not corner a disturbed person in a room where there are other potential victims. It is better to give them a chance to leave the immediate area and then pursue them if necessary.
You don't bring out a Taser when your assailant suddenly brings out a gun. You move, drop the Taser, bring out your gun, and get the first shot on target. It is too late for talking at that point. Beyond the first dodge, it does not help you to run. You are better off shooting. Nothing fancy, just one or two shots center mass will do. Then you dodge again. Repeat as needed. Most offenders are terrible shots. Very likely, so are you. Avoid doing a mag dump; you don't want to hit innocent bystanders.
Yes, you must train that exact sequence with repeated sessions, using role-players or simulators.
Very few police departments do that. It is time-consuming and expensive. And you must train for the non-lethal sequences as well. You don't want your police to go around killing people at the first rapid move that people make or the first argument that comes out of their mouths. Police see that kind of stupidity on a routine basis. It does not normally escalate to a lethal threat.
When things go bad, they go bad quickly. There are always pre-escalation indicators, and you must know what to look for. You must be able to switch tracks in the blink of an eye if things change. Not everyone can do that. People who cannot do that should not be patrol officers.
