The U.S. State Department has determined and certified Cuba as a "not fully cooperating country" (NFCC) for not helping with counterterrorism efforts after the island nation failed to turn over at least 11 fugitives in 2024 to U.S. custody.
State Department spokesperson Tammy Bruce made the announcement on Tuesday that the certification, which falls under Section 40A of the Arms Export Control Act, will result in the prohibition on the sale or license for export of defense services to Cuba.
"In 2024, the Cuban regime did not fully cooperate with the United States on counterterrorism," Bruce said in a statement. "There were at least 11 U.S. fugitives from justice in Cuba, including several facing terrorism-related charges, and the Cuban regime made clear it was not willing to discuss their return to face justice in our nation."
"The Cuban regime’s refusal to engage on this important issue, as well as other recent circumstances of non-cooperation on terrorism-related law enforcement matters, made efforts to cooperate on counterterrorism issues futile in 2024," she continued.
Secretary of State Marco Rubio not only certified Cuba as an NFCC, he also re-certified Iran, Syria, Venezuela and North Korea as NFCCs.
In January, the Biden administration lifted Cuba's designation as a state sponsor of terrorism, reversing a move made by the Trump administration in 2021.
Former President Joe Biden said at the time that the Cuban government "has not provided any support for international terrorism during the preceding six-month period" as well as "provided assurances that it will not support acts of international terrorism in the future."

A Washington, D.C.-based think tank released a report detailing facilities in Cuba that it says may be being used by China to gather signals intelligence (SIGINT) on the United States.
The Center for Strategic and International Studies (CSIS) analyzed nearly a dozen “sites of interest” in Cuba and last week released a report highlighting the four locations it deems most likely to be supporting China’s intelligence operations.
Bejucal, the largest site covered in the report, temporarily hosted the Soviet nuclear warheads that led to the Cuban missile crisis of 1962. The site has long been suspected of hosting Chinese intelligence operations, with Senator Marco Rubio (R-FL) in 2016 calling it a “Chinese listening station.”

A report published by the Center for Strategic and International Studies (CSIS) on Monday indicated that, based on satellite imagery obtained by the organization, Cuba has significantly expanded some of its electronic eavesdropping stations with suspected ties to China.
The report from the Washington-based think tank said that the satellite imagery reviewed offers an “unprecedented look” at four active bases that the communist regime operates in Bejucal, El Salao, Wajay, and Calabazar. CSIS describes the four listed facilities as among the “most likely locations supporting China’s efforts to spy on the United States.”
CSIS explained that one of the four facilities identified – the base located in El Salao, east of the city of Santiago de Cuba – has been under construction since 2021 but had not been publicly confirmed to exist before. The satellite imagery reviewed for the report showed the base as featuring a large circularly disposed antenna array (CDAA) with a projected diameter of 130 to 200 meters (roughly 426 to 656 feet).
“Once operational, this CDAA will serve as a powerful tool for enhancing air and maritime domain awareness in the region, where the U.S. military and its international partners operate regularly,” the report predicted. “Some CDAAs of this approximate size are reportedly able to track signals anywhere from 3,000 to 8,000 nautical miles away.”
