Special Dispatch to the New-York Time
WASHINGTON, Monday, May 8.
The advance of Gen, HOWARD'S army reached Blacks and Whites Station on the Southside Railroad on Saturday, having marched nearly one hundred and fifty miles in five days and a half. The brave boys are returning from the wars, and march with light hearts and elastic step.

RICHMOND, Thursday, May 4, 1865.
Maj.-Gen. MEADE and his staff arrived here yesterday afternoon and will leave to-morrow morning.
A considerable portion of the Army of the Potomac arrived at Manchester this morning, and will march through Richmond to-morrow on their way to Washington.
In marching from the James to the Potomac they will pass old battle-fields and the graves of many of their comrades who fought and fell in defence of the flag which now floats triumphantly from the Capitol at Richmond.
The Subsistence Department is a very important institution, and is taxing the energies of Lieut.-Col. F.L. MANNING, the Provost-Marshal of the Army of the James, who presides over in. In order to carry out the beneficent operations of the government effectively, he has divided the city into thirty-five districts; each district is visited at stated intervals by a qualified official and a civilian of known loyalty and integrity accompanies the party. By this means imposition is avoided, and the really poor, of whatever rank or color, are relieved, The daily issue of rations averages 5,000, and provision is made for the sick by the issue of rations appropriate for them.
Considerable excitement has been caused by the arrest, and consignment to the Libby, of Col. OULD and his assistant, Lieut.-Col. HATCH. I have not been able to learn what are the special charges the government prefers against the rebel Commissioners of Exchange.
