The Russian ships appeared to be waiting for this ship to appear and, according to the photos in the report, Brown believes the US photographed the incident using a top-secret submersible vehicle.
The whistleblower explained that the ultimate goal of Immaculate Constellation is to achieve global surveillance of all UAPs worldwide.

I think what we have is a good old fashioned mess—lots of NHI with a wide variety, lots of ours with a wide variety.

And to anyone else who asks, "Why is this stuff classified", that should be the obvious answer. It is not limited to our authorities either.
The Russians, Chinese, and everybody else have the same problem with the observation of non-human activities in the world and they all try to keep it secret for the same reasons. It would undermine the primacy of authorities.
The "good news", if there is any, is that nobody has an edge or even much understanding of non-human technologies.
The other "good news" is that when you know something has been done, it may be possible to understand how to do it.

I do not agree with your main point about the status of reverse engineering this stuff.
I think we have had a “breakaway civilization” for many decades—including international cooperation—and that is one of the “deep secrets” they do not want us to know.
Entire industries worldwide depend on endless conflict and tension around the world.
Peace would destroy all of that.

Well you know me, I am all in for the existence. I just try to eliminate all possible man made explanations first as best as possible.

I don't believe for a minute that any sizable group of people could keep a secret of that magnitude, certainly not for decades.
I greatly enjoyed the movie "They Live", which ran along those lines. The plot included an international elite, working in concert with the aliens to subjugate and exploit all of humanity for vaguely described purposes of the non-humans.
But if non-humans were doing something like that, they must have abandoned it well over 3500 years ago.
Perhaps Charles Fort got it right his 1905 publication "The Book of the Damned".

It depends what you mean by “keep a secret”.
There are many folks who claim they have been involved in such a program—but of course no mass media coverage.
Folks can shout something as loud and long as they wish—but that does not mean most other people will believe it.
They gave the name “drones” to UAPs in order to give them familiarity and make them sound as if the govt knew what they were. You can’t know if they are drones unless you capture one. That was never done.
That has to be one of the most ignorant statements I have ever read in my life.
Have you been living under a rock? Did you not see the videos released by the Navy? There are literally thousands of documented sightings world wide. There are UFOs on radar, on sonar, on video, in still photos. There are audio recordings and, of course, millions of eye witness accounts.
As a secret, they have done a piss poor job keeping it.
What they have done remarkably well, especially with people like you, is convince the world that people that report such things are mentally unstable or liars.
They can't hide them...but they can marginalize those that report or discuss them.

We have about the same prospects of understanding and using non-human technology as my dog has of fixing and driving my car. There are physical and intellectual limits to what we can do.
That is the big secret the authorities are trying to keep. They cannot do anything with or about the non-humans. It would make the authorities look less important if that got out to the general population. They can't stand that.
And yes, they use precisely the techniques that you recommended to keep the secret;("convince the world that people that report such things are mentally unstable or liars.") It is old school, but it works.
The videos we have today of encounters number in the thousands. Many are of extremely good quality, and they are easy to find.
What we do not have is any observable use of the technology that the non-humans appear to display. We have no reactionless drive; we have no inertia-dampening fields. We have no power sources that could drive the craft that we see.
Our elites are not good about keeping secrets. They blabber all the time. We do not have the secrets of the non-humans.
The Aliens are out there. They don't seem to care about humans all that much. How insulting is that?

Oh man... Oral and written history throughout the ancient world all talk of those in the heavens and sky, and the battles. The Bible is chocked full of metaphorical references to these heavenly wars and entities and craft. Jonah’s fish that swallowed him was a USO craft that saved his life and then put him ashore as just only one example. The “lost books” have much more.
There is money to be had in such stories if you can publish in the right forums and follow up with the right conferences. And of course, that makes all such stories harder to sort out.

I really liked the guy on 4chan who posted in the April 2023 timeframe. He claimed to be a technician in the program and described it in considerable detail, answering questions from other posters.
His story was that he was dying of liver cancer with only a few months left to live. So, he basically did not care about non-disclosure or security restrictions. "Liver cancer sucks", he said.
He posted for a few days in April and May, then was never heard from again. Last posting was May 10, 2023.
He said he had a long career in the program and had been retired for a couple of years before posting in 4chan. He was not happy with the new management that had come into the program. "New management was hellbent on going back to secrecy", he said.
There were six teams in his group, each with very specific assignments at a crash site. The teams were not supposed to communicate with each other except for necessary physical coordination at the sites. They were all based in different locations and rarely ever met.
A first team enters the craft and recovers any biological occupants that may be inside. They also recovered any items recognized as weapons. It was not clear from the postings how the vehicle was opened.
He (the poster) was a Technician/Team Lead on the second team, that went onsite to remove equipment and small items from the crashed vehicles. He described a number of items which apparently were used to sedate and examine captured human beings. There were other items which appeared to be weapons, but these were usually removed by the first team. Many other items had no identifiable purpose.
A third team recovers whatever the power source may be. This supposedly include a quantity of element 115 in a stable isotope. Other teams are forbidden to handle the element 115 or anything it is enclosed within.
It was not clear what teams 4, 5, and 6 did.
The Technician claimed that there have been over 200 crashed vehicles recovered over the last few decades. Every major power country has some of them. The countries supposedly all have similar investigation programs too. But they don't share much.
Recovered vehicles are the smaller ones. Most have no provisions for biological operators. Some are large enough for crews of 4-6 biologicals. These appeared to be observation or surveillance craft.
Crashes used to be surprisingly common. For reasons unknown, they tend to occur in specific areas.
"There is an area they actively avoid in Mexico, among others. They also deploy more drones than piloted craft".
Larger vehicles have never been recovered. Analysts believe these are supply ships and manufacturing bases. They commonly transit to remote locations in the Pacific and Atlantic oceans. The larger vehicles are submersible and have been detected at extreme depths.
Larger vehicles are dangerous to approach and have destroyed human military aircraft, boats, and submarines by unknown means. Smaller vehicles usually flee at paces no human craft can match.
The Observers make no effect to recover crashed vehicles or any occupants. If any biologicals survive a crash, they do not live for very long. However, they can be dangerous if approached and may have lethal weapons or equipment to repel humans. The policy is to contain a crash area until any possible occupants have died.
The biologicals in a vehicle ("Grays") are humanoids. They are smaller than humans and do not have visible gender. The popular images of these creates is supposedly accurate. Analysts believe they are purpose-grown in a biology lab for their missions and may not be truly sentient beings. They are, however, intelligent.
Crashed vehicles have many surfaces covered in what looks like written symbols. These symbols are also present on removable equipment. The symbols do not appear related to any known human language, and it was not clear from the posting whether they have been deciphered in any way.
The Technician claims that humans have reverse-engineered some of the Alien technology. Of greatest concern is a supposed unit of mining equipment which the Chinese were able to get working intermittently. It was damaged in a test and is not currently operable.
The larger equipment and vehicles of Alien design are powered by Element 115 in a stable isotope. No humans have been able to make this stuff, so it is in very short supply. The only source is salvage from wrecked Alien vehicles. Analysts believe all of this substance is obtained from off world sources. [Ed. note: how could they know this?]
Undersea stations are manufacturing and mining operations. "They consistently mine gold", says the Technician.
Analysts believe the undersea stations custom-build smaller craft for each mission and then recycle them for parts when they return. Vehicles recovered from crashes all seem to have different interiors which are specifically designed for only the equipment and occupants they carried for their mission.
"I have to perform two abductions. Make a craft to fit two prisoners and four crew and shape it to fit perfectly with all my tools"
