The U.S. State Department said on Sunday Washington was in touch with both India and Pakistan while urging them to work towards what it called a "responsible solution"
"This is an evolving situation and we are monitoring developments closely. We have been in touch with the governments of India and Pakistan at multiple levels," a U.S. State Department spokesperson told Reuters

The government of Pakistan is practically nonexistent. Their nuclear weapons are being ferried around the country in unmarked vans because Pakistan fears the US and or India could take them in a raid. I think their may be 300 of them. The Pakistani intelligence service has been proven to be behind the terrorist attacks, and it operates separate from the government. If Pakistan collapses then those weapons will be on the market, and they could reappear anywhere. DC, New York, Miami...anywhere.
Hopefully, Washington has an eye on the situation. Finding all of those weapons after the Pakistani state collapses will be quite the chore.

THAT is an act of war. India is well within their rights to respond as they have.
Sometimes there are no solutions. Only consequences.
One reason the 200 Million muzzies have not started riots & mayhem in India is when just such thing happened 2+ decades ago, Hindu vigilantes caused severe retributions on muzzie population in the riot area. This was a lesson on how to control trouble makers. Bullies will not stop when victims show weakness.
