A declassified Cold War-era file from the CIA has gone viral over its coverage of a supposed clash between Soviet soldiers and a UFO, passengers of which reportedly turned the troops to stone before blasting off.
Following the collapse of the Soviet Union in 1991, the CIA acquired a 250-page KGB report recounting the events that transpired after a platoon fired at a flying saucer over Ukraine.
The report included eyewitness accounts and pictures of the aftermath, which one American agent described as “a horrific picture of revenge on the part of extraterrestrial creatures, a picture that makes one’s blood freeze.”

The exact term may not have existed in Ancient Rome or the Middle Ages but the concept was there.
This is a lefty article so you can disregard the propaganda but some of the history is interesting:

Even extraterrestrials recognize the Russians are dicks.

I think you just solved this mystery!
They use the same skin cream.
Do they have concrete evidence or is their evidence now concrete.
It’s a FBIS document, so completely open source from local news. Hardly a KGB report. Says so in the header!

Your article mentions social media which is a huge factor in promoting a lot of the stupid (IMHO) conspiracy theories such as the Twin Towers being demolished by the USA, no moon landings, no nuclear weapons ever developed, etc.
Although in the case of my daughter it is also based a lot on distrust of the government regarding the Covid response. While that distrust is justified and prudent, the social media folks use that in order to say that EVERYTHING the government says is a lie.
And then folks just go with it rather than thinking for themselves. (Like doing a quick search on “when was the first time conspiracy theory was used”.) Unless of course the CIA planted that link to a fake article they dated 1863 to throw us off the track!
My daughter listens to Candace Owens. Candace started off okay - now she’s a bit out there with some of her stuff.
I am retired—and have time to read and watch all sorts of stuff.
We are lucky to live in these times with all the information available—but it is a challenge to figure to out what is valid and what is not.
One of the games the “debunkers” use on any “conspiracy theory” is the straw man approach—use the weakest argument made by some proponents to attack the theory.
Seeking wisdom requires we fully understand and consider the strongest arguments on all sides before drawing any conclusions.
And in a similar manner - the conspiracy theorists will focus on certain things to further their beliefs. There is one guy talking about the fake moon landings, and goes on and on about one video where he shows that they used a “covered up” window in the space capsule to make the earth look small.
Looking at the video he makes an interesting case. But I thought “There are thousands of films and photos - why is he focusing on just this one!?” He talks about other things as well that made me go “Hmmm?” and then look into it further.
Hot babes?
For a time, as the Soviet Union collapsed, a lot of genuine, highly secret material flowed out of their archives, usually for cash and a ticket to the West. With a buyer’s market, the CIA seems to have gotten a few gems. Perhaps this is one of them.
It’s a FBIS document. Therefore an example of unclassified collection. It was an open-source collection unit of USG\CIA from 1946 to 2005. See the link below.

I think that it is based on a Canadian news report to the effect that the CIA reviewed the Soviet UFO file.
The image of the cable is a FBIS report.
