Could be that some programs have no-longer-needed references to it - cheaper to maintain the dummy folder than fix all the code that contains references to it.
What in the world needs inetpub, except websites? APIs? Stuff like that.

Microsoft told me you’re not supposed to remove the folder even if Windows 11 allows you to. That’s because it’s linked to a security patch for a bug titled “CVE-2025-21204“, which is a flaw that allows attackers to modify the system files or folders.

Really not much unless you are making a server. There are a couple desktop client apps that also set up a server for hosting a page in their network, like Zeronet and Gemini. But other than that I can’t think of why it would be needed. They took it out, but now put it back? I agree... Something is up their sleeve.
On Sat, my Win11 downloaded and I installed Version 24H2.
It now consumes 25% more memory and wrecked havoc on many of my settings & defaults.
The latter I can resolve...
...but the new massive memory leak is more than frustrating even after opening Task Manager to see the culprits. Alas, MS seems to be hiding the new programs that is hogging the memory.
Any feedback on this new memory hog update will be appreciated...
Wish I could help... But I haven’t done MS for almost ten years now. And this bloat is the main reason why. You get a faster computer and MS steals that extra speed for themselves and slow it right back down. It seems everything they do is counter productive on purpose. I never seen anything like it. Rather than improve the product and make it better they do everything they can to make it a worse product.
Know what? I thought about your issue for a minute and realized what you are describing is one of the main symptoms and indicators that a machine has been “Cryptojacked”. I wonder if MS is jacking their own customer’s machines resources to mine digital coin on the side? I wouldn’t put it past them...
This really needs further investigation...

Not me. I run Linux. Microsoft and Windows can go eff straight off.

That's a double negative, which actually means yes, download everything from the wild.
I don't have solid information on that. But I don't think it's likely MS is jacking their own customers on purpose. That would be extremely stupid of them. They're sneaky and corrupt, but usually not stupid.
Assuming the download really came from MS, I might suspect something connected with CoPilot. I think it's a little soon for Recall. Forced installation of those two things is on the doorstep.
Or perhaps the download was corrupted, or came from some source other than MS.
Thank you for looking at it. I am curious if there are more who notice this same thing. Have to keep an eye on this to see if it is a common pattern. Strange that it is hidden from the processes if it is legit. :)
Such things have happened before, with MS and many others, and they generally mean that an update is coming shortly.
