Sounds awful. Some people are just weird and cannot manage their finances. They should hire an accountant or budgeting specialist.
An old man in my neighborhood lives in his own million$ house but cannot buy food. Goes to the church to get handouts. How is that? Nobody forces him to make sound decisions so he is stuck there.

So let me get this right. The village / city of Dolton has a population of 20k. And his low IQ grifter is paid $287,000 a year to run it into the ground. Let me guess, she raised the Mayor’s salary from 75k a year to the current 287k during her reign of terror?
