One of the dumbest things any U.S. President has ever done is….everything Biden did.
But right behind that, one of the next dumbest things any U.S. President has ever done is give away the Panama Canal for $1.
But President Trump is fixing that, one way or another.

According to an original report from NBC News, U.S. officials say that President Trump told military leaders to “draw up options” for our nation to regain control of the Panama Canal.
This will either be done through a close partnership with Panamanian security forces or potentially reclaiming the canal by force.
Which way it goes depends on whether Panama is willing to comply with President Trump’s demands.
Did Panama ever actually pay us that dollar?

It's just the kind of "formality" people in power usually blow off as "not worth the trouble." I once (forcibly) sold a patent back to my employer for a dollar, and the dirt-bags never paid me that money. I'd have framed it for all the work I did (besides building and installing the invention, I wrote the damned application).

They never did, but then the dumbasses never paid me a decent wage either. So I left, telling them they'd be broke within five years without me. Guess what happened?
I hope Trump checks to see if they did. It would be great theatre, with troops hitting the beaches... dollar signs on the flags... It's just got to be done.

If they haven’t officially paid it, can we claim that since Panama did not do their part in the agreement, it’s officially still belonging to the US?

If they never paid, they have been guilty of Breach Of Contract or similar for bout 50 years. I hope Trump has some minor staffer searching for a receipt.
The reason the US was so effective in WWII was it could quickly deploy scarce assets from the Atlantic to the Pacific. Our navy is small in the number and type of units it has so they must be relocated to wherever they are needed. The individual units tend to be very capable, but they can’t be everywhere at once.
The Chinese in control of a choke point like the canal could appear to be cooperating while making every aspect of the canal’s operation proceed at a snail’s pace. The US military could take over every aspect of operating the canal to be certain it prioritizes US ships and to expedite their movements.
Having said that, I think the canal will be shut down by the Chinese if we get into a shooting war. I also think the US will find all of its ports mined overnight. This can be done by commercial ships using specialized shipping containers and it could be done at lightning speed. The US tends not to pay attention to things until they are already biting our butts. Even then, the response tends to be an attempt to avoid escalation...proportional, they call it.
If this were a movie, someone would discover at the last minute that Panama never paid the dollar, then yay, war averted, the canal is ours!
That's the thought. Panama has failed to uphold the agreement on several points, but money would be the most explicit.
Challenge where? The President is CIC.

I don't know how legal title to Guam passed to the United States, if it ever did at all. It may have come with the Philippines in the Spanish American War. If some President wanted to give it to China and their troops occupied it, I suspect title would be a moot point.

The first "Panama Canal Treaty" was in 1903 after which protests in Panama induced later agreements. The agreement concluded in 1977 was (barely) ratified in the Senate, but has reservations to which I am sure there was never full agreement given the character of Mr Torrijos. The text of that latter agreement is here.
To me, that treaty reads more like co-ownership of the canal between the US and Panama.
The details are mind-boggling, including an agreement to stock the vending machines with potato chips and soda pop. Did the Italian mafia have control of the machines?
