Russia said on Tuesday that any normalisation of relations with the US would require the lifting of sanctions against Moscow.
Kremlin spokesman Dmitry Peskov was responding to a question about a Reuters report that said the US is drawing up a plan to potentially give Russia sanctions relief as President Donald Trump seeks to restore ties with Moscow and stop the war in Ukraine.
"It is probably too early to say anything. We have not heard any official statements, but in any case, our attitude towards sanctions is well known, we consider them illegal," Peskov said.
"And, of course, if we talk about normalising bilateral relations, they need to be freed from this negative burden of so-called sanctions."

Trump just renewed the sanctions. Putin is playing him...and I’d say that would have to be in any deal.
More sanctions are coming. Putin over played his hand.
I have no idea what normalization you can talk about if sanctions are still there.

President Trump is probably increasing sanctions to pressure Putin to agree to a ceasefire at some point.

It's unclear if Putin is going to require "normalization" of relations with the United States as a condition of negotiating a peace deal with Ukraine, if President Trump plans to be the leader of the deal on Ukraine's behalf.

After Minsk Ii, almost certainly. And in any case, we are the ones begging for a deal, not them. So if our deal is to just stop and freeze things, and give Ukraine a security alliance with the west, that basically fulfills western goals and stops Russia from all of theirs. So what would be in it for them?
And they are smart enough to know that during a cease fire, the Brits and French send in their military, and one random motioning NATO announces that as of 0800 this morning, Ukraine became a NATO member.
Last but not last, the euros are stealing 200 billion of Russian gold and currency.
So basically, every reason for Russia to sign into a deal is not on the table that I can see.
Time to do what Reagan did with Gorbachev at Reykjavik in 1986 and walk out.

This is classic President Trump negotiating tactics.
When the deal is close to being done and this is all that is left on the table President Trump will say:
“Ok. Done. Sanctions gone. Lets sign this treaty.”
That is how adults do it.
