Hollywood and the film industry nourish that culture while big city and liberal school systems look the other way, along with much of the black community.
Ironically, it is the latter group itself that could most effectively modify that culture.

That's correct, otherwise we'd hear daily about people going berserk at airports and public areas in Africa, but we don't. And it isn't culture per-se, it's the lack of culture and proper socialization e.g. feral humans.
