The most elementary way to ensure public safety is to lock up monsters and keep them locked up.
While some monsters may be suffering from psychiatric problems, a serious enough crime makes them a perpetual threat to public safety, but Connecticut is freeing the Cannibal Killer after he ate a man’s brain and eye a little over a decade ago.
In 2012, Tyree Smith killed and ate another homeless man’s brain and eyeball and washed it down with some sake.
Smith was found not guilty by reason of insanity and institutionalized. Now the experts in Connecticut claim that he’s medicated and ready to be released.
Even assuming that he’s no longer ready to eat people while being medicated, it’s only a matter of time until he stops taking his meds.
And then may decide to go back to chowing on someone else’s brain.
“How do we know he won’t do this again?” the victim’s sister-in-law asked.
Unless someone sane steps into a system that’s gone mad, people in Connecticut will find out the hard way.
Under leftism insanity is the new normal.
“Experts” names please. For future reference when the cannibal eats someone else’s brain.

Actually, Smith already has been staying full-time at a community facility with around-the-clock supervision for the past nine months,

they wanted to push Trump in jail for longer than that! and sentenced many J6 protestors to more time than that!

I hope some bleeding heart liberal welcomes this "rehabilitated" monster to THEIR neighborhood.
He's obviously insane. He left the liver and left out the fava beans and should have finished it with a nice bottle of Chianti.
Maybe he ate the brains at the facility in Connecticut where he is currently at.
Or maybe he refused because that is too light a meal.
Anyway, he will prob just go over to NY where he might starve to death.
He should have been executed. I cannot fathom such a person being ‘rehabilitated’. A dark, disturbing aspect of maintaining civilized society (capital punishment), but at times necessary. This was one of those times.
I strongly disagree. These need to be put to death.
At the Forensic Hospital I worked at in TX, a man from Houston who had eaten both of his girlfriend’s eyeballs was released. Of course, she was terrified at this decision.
Another patient who had been working on the yard crew there borrowed a chain saw to take home on a weekend pass. He used it to chop up his wife and eat her. IIRÇ, he microwaved part of her dismembered body, and barbecued part of her body.
He is now in a facility in San Antonio, but walked out awhile back and was running around San Antonio.

If the facility was run by democrats, he’d have to find some other part to eat.
They don’t have brains.
God gave government the power of the sword (Rom. 13:4) for a reason. Connecticut, if they were civilized, should have used it.
We had a case here where a man murdered a neighbor and when the murdered neighbor’s house was re sold, no one told the buyer his neighbor was getting out of prison and moving back in. Litigation ensued.
