Ukrainian President Volodymyr Zelenskyy is "not ready" to sign a mineral deal with the United States, deepening the rift between the United States and Ukraine.
"In the form in which the draft is now, the president is not ready to accept, we are still trying to make changes and add constructiveness," a Ukrainian source told AFP.

The new proposal, dated February 21 and examined by The New York Times, requires Ukraine to surrender 50% of its revenues from natural resources, including minerals, gas, oil, and earnings from ports and infrastructure.

The document stipulates that revenues will go to a US-controlled fund, requiring Ukraine to contribute until reaching $500 billion - Trump's demanded amount for American assistance.
This sum, exceeding Ukraine's pre-war economic output twofold, was not mentioned previously. The purpose of this amount - whether for past or future support - remains unclear.
The updated proposal indicates that the US might reinvest some revenue into Ukraine's reconstruction, including development of subsoil assets and infrastructure.
The agreement might be concluded by Saturday, though delays are possible given Zelensky's previous objections.
America has provided $119 billion in aid to Ukraine, according to the Kiel Institute for the World Economy.

It’s clear as day. Trump wants names of American Deep State operatives who took Ukraine laundered US Taxpayer dollars and put it in their own pockets. Ukraine is going to have to take a haircut for awhile as Bondi and team prepare indictments for Patel to arrest everyone involved.
The mineral rights can be implemented cleanly so there is no corruption and easy oversight.

Trump wants $$$. He has seen the budget and realizes what desperation looks like.
And best to remember that agreements with countries traverse new governments.

It's impossible for the Trump Administration to put together a Ukrainian reconstruction plan to develop Ukrainian resources until they have a legit agreement on the status of those resources.
For example, it's really hard to do anything with the Ukraine's bauxite reserves until Ukraine agrees in principal to partner with the US .
Once an agreement happens, it opens up many doors . It not like the US is going to ship bauxite ore all the way to the US - it will be mostly be refined into aluminum in Ukraine using the Ukraine's rebuilt aluminum plants to rebuild Ukraine's industry and help kick start the Ukrainian economy .
Better to work with America than China and their corrupt EU front men.

I have seen several sources that say any rare earth minerals located in Ukraine are under areas currently held by Russian troops (Eastern portion of Ukraine), which Russia will keep. (Ethnic Russian who speak Russian etc.).
