Open question - Can Congress include the text of Trump's Executive Orders in their upcoming reconciliation bill(s)? It seems to me that it might be a way to counter all the lawfare challenges currently being filed against them.
It's one thing to argue that an Executive Order violates existing law. But that's hard to do when it's actually been passed by Congress. Any thoughts?
If Congress does anything it’ll be to side with Schiff, Schumer, Mad Max, AOC, Tlaib and other psycho libs.
While the rank and file Repubs have been and will likely remain silent.
Congress could write legislation to fortify Trump’s executive orders but is unlikely to do so. The Republican caucus in Congress are “the rabbits,” as a friend of mine with years of Hill experience calls them. The GOP members (mostly) are and act like nice, well-behaved kids in high school grown up and forced to deal with the Mafia and biker gangs every day. They do not fight for themselves because they would get badly beaten up if they did. So they go along with the rottenness of Washington in order to reap the benefits.
Technically they are right, it would be hard ti change the law. But due to the corruption in the executive branch, that move may be warranted.
I think the judges can say congress’s law is unconstitutional.
To mangle a phrase they can say a ham sandwich is unconstitutional.
That’s my take on your clever idea.
Next up - The Executive Branch presents an annual fiscal year budget; the congressmen read it and see where money is coming from and where money is going, and either pass it as is or modify as desired. Then the bill goes back to the President and upon signature becomes law.
And the show goes on. Only requirement is adult supervision and an abiding interest in doing what is best for the country, not what is best for the politician's accumulated wealth.

Sadly I fear you are correct. Don't get between a politician and the money trough. The Supreme Court will not help, Mitch's Judges will do what was planned long before Trump revealed his plans.
President Trump should use the federal judges as a foil to assert that he has line item veto power on budgets. Watch them go even more nuts
