If he’s in DC with his farewell gift, it’s illegal and could cost him 10 years in the clink. Ammunition, even empty brass cases and magazines with a certain capacity are illegal to possess.

The whole USAID operation was a cover for slush funds. Mix in a few legitimate-looking transactions, and slip in a lot of marginal or outright treasonous activities under a sort of “miscellaneous” cover, with no oversight capability.
