Creates the Homeschool Act. Requires the State Board of Education to create a Homeschool Declaration Form to be used by a homeschool administrator to submit information indicating that a child is enrolled in a homeschool program to the principal of the public school or to the school district that the homeschooled child would otherwise attend. Provides that a student enrolled in a homeschool program in which the homeschool administrator has not notified the public school or school district with the Homeschool Declaration Form is considered truant, with penalties applying. Provides that if a child in a homeschool program seeks to enroll part time in a public school or participate in any public school activities taking place on or off of school grounds, the homeschool administrator must submit proof that the child has received all required immunizations and health examinations or a signed Certificate of Religious Exemption. Sets forth requirements for homeschool administrators and programs and reporting requirements. Makes conforming and other changes in the Freedom of Information Act, the School Code, and the Illinois School Student Records Act, including requiring (rather than allowing) nonpublic schools to register with the State Board of Education.

Just one more step on the path of the government forcing parents to ship their children off to government-run boarding schools to ensure “proper education” (that is, state indoctrination).

Sounds just like what I experienced some ten years ago in PA. In most things, PA is a pretty reasonable place to live in, but the homeschooling laws were outrageous. I was subjected to a medical exam and an eye exam, nearly got a vaccination (gardasil) without my parent’s knowledge and consent, and had to submit homeschool work samples in every subject (some of them mandatory subjects) which were then examined by a certified teacher. I also had to submit to an interview with that teacher, and another with the local school district guidance counselor. My parents had to keep a log of all studies, with dates and times, to be submitted at a yearly evaluation along with work samples. According to law this was all required until I reached the age of 17. (Penalties threatened, included truancy charges and loss of custody, to child services.) Of course, the very day I did reach 17, all compliance immediately ended, but the school district still wanted another year of reporting. When we did not “cooperate,” the petty school superintendent announced that I would be categorized as a high school dropout, and so described to anyone who wanted to see a diploma. Which no one ever did — the proficiency assessment for my school district was, and still is, somewhere in the 60 percentile range for both literacy and math, so a diploma from them doesn’t carry much weight.
IL is a blue state, but I can’t imagine how it could be worse than PA.
