I'm pretty sure he said it, but in context and tone of voice he clearly did NOT mean it literally. I think it was his (inadvisable) way of expressing his distaste for her choice in politics and candidates to endorse.
Swift wisely stayed out of politics for many years, but once she got to the "FU Money" level, she went hard Left. It was a shame, really.
