It’s true.
Russian Lt. Gen. Viktor Sobolev said using donkeys on the front lines is “normal practice” due to logistical difficulties in delivering ammunition and equipment. Sobolev, a member of the State Duma defense committee, defended the move as necessary.

The Russians have made a habit of using assets that cost far less than the weapons used to destroy them.
A donkey cost less and is more easily replaced than a drone.
