Special Dispatches to the New-York Times.

WASHINGTON, Thursday, Jan. 12.

REPORTED RETURN OF FRANCIS P. BLAIR, SEN.

It is reported in town this evening that FRANCIS P. BLAIR, Sr., has arrived in town from Richmond.

THE WILMINGTON FAILURE.

The causes of the failure of the recent Wilmington expedition will be immediately investigated. Gen. BUTLER has been summoned to appear before the Committee on the Conduct of the War as a witness. The object of this investigation will be to ascertain the cause of Gen. BUTLER's removal.

THE CONSTITUTIONAL AMENDMENT.

Sensible men in Congress begin to feel that the debate on the Constitutional amendment is dragging out to a quite unprofitable length; every day's discussion will be likely to diminish the prospects of its passage.

GEN. BUTLER'S REMOVAL.

The removal of BUTLER developed a surprisingly small amount of feeling.

LOUISIANA ELECTION.

The House Committee on Elections resumed the consideration of the Louisiana elections, and after a discussion of an hour and a half, failed to reach a definite conclusion. The subject has proved a very knotty one to the committee, owing to the fact that its adoption establishes a new principle for the admission of rebel States.

VICE ADMIRAL FARRAGUT.

A distinguished compliment was paid Vice-Admiral FARRAGUT in the Senate to-day, by that body taking a recess in order that the Senators might be introduced to him personally on the floor of the Senate. After the introduction he was escorted to the House by Senator GRIMES, Chairman of the Naval Committee, and was introduced to members by Representative RICE, Chairman of the House Committee on Naval Affairs.

THE MILITARY NOMINATIONS.

Of the list of military nominations recently sent into the Senate by the President, the Military Committee of the Senate, have considered and agreed to report for confirmation
