Recently I discovered totally by accident that Robert's Rules of Order was completed at LibriVox. I know many of you will appreciate having this alternate way of accessing this material. Here's the summary:

I always gave this book the credit for why U of Chicago didn’t go up in flames in the 60’s. Our students were too busy running their meetings by Robert’s Rules of Order to actually do much anti-war activity.
Recommended for insomniacs.
I asked him what rules he was using. He said Mason's Rules, the same as he used in the NH legislature. He got me a copy of the book. Very interesting. When you compare the two, Mason's corrects some problems Robert's has. For instance, under Mason's rules, only the winning side of a vote can move to re-consider an earlier vote.
In the past the school teachers hung around until after the old folks left and then reconsidered the votes they didn't like and magically won.
Mason's rules has nothing to do with the Masonic order, just the author's name.
Fascinating. They always said that the congressional winners were those that had Robert’s Rules implanted in their bones.
It was obvious he was "winging it", making up the rules as he went. I stood up and asked him, "Mr. Moderator, what set of rules are you using to run this meeting"? He responded, "My rules". I said, "did you post these rules in all of the district town halls as per New Hampshire state law two weeks or more before the meeting so the public would know what the rules are"?. He responded, "no". I said, "well, you have two choices. You can either use Robert's Rules or end this meeting right now.
I will have to ask the State Trooper standing over there to end it if you don't, because this is an illegal meeting." The Trooper started walking towards the moderator. The moderator, visibly shaken, chose Robert's Rules.
The only way you even know it exists is to belong to some organization that uses it.
I learned about it as the state and local parliamentarian for VICA, the Vocational Industrial Club of America.
Most folks who do learn about the rules are members of Rotary, Masons, snowmobile and 4X4 clubs, members of board of directors, etc.
Lawyers are schooled in it, which is why most democrat politicians in Washington run rings around republicans, as most democrats there have been to law school, even if they have never passed the bar or been disbarred.
It looks like many republicans, never having been to law school are clueless.
Years ago we got a tour of the capital by our congressman. We waited outside until congress adjourned. Steve King & Louie Gohmert had been speaking & once they were done, we could go on the floor. The congressional parliamentarian was there & we were introduced to him since he was from our state. He had white, cotton gloves on and was in the process of packing up the silver inkstand that has been present since 1810 whenever congress was in session. Being a history buff, having the opportunity to see & do these things has been amazing.
Ugh! I don’t think Major Robert of the USArmy Corps of Engineers would sound anything like the thickly-accented UK reader of his text.

For an American English speaker/listener, the complexity of the text and thoughts already demand close attention, but with such an accent, I suspect most listeners like myself will have to work even ‘aarder to catch all that is said. That makes understanding come only at a tiring price.
Too bad the playback doesn’t seem to allow speed-up and slow-down.

I wonder if there has ever been a computer program to aid with parliamentary procedure?
You’ve got your main motion, then subsidiary motions, points of order, etc.
The program would say which procedures are valid.
Not sure I agree with your last two.
