The only way you even know it exists is to belong to some organization that uses it.
I learned about it as the state and local parliamentarian for VICA, the Vocational Industrial Club of America.
Most folks who do learn about the rules are members of Rotary, Masons, snowmobile and 4X4 clubs, members of board of directors, etc.
Lawyers are schooled in it, which is why most democrat politicians in Washington run rings around republicans, as most democrats there have been to law school, even if they have never passed the bar or been disbarred.
It looks like many republicans, never having been to law school are clueless.
Years ago we got a tour of the capital by our congressman. We waited outside until congress adjourned. Steve King & Louie Gohmert had been speaking & once they were done, we could go on the floor. The congressional parliamentarian was there & we were introduced to him since he was from our state. He had white, cotton gloves on and was in the process of packing up the silver inkstand that has been present since 1810 whenever congress was in session. Being a history buff, having the opportunity to see & do these things has been amazing.
