The cigarette companies found that putting filters onto cigarettes back in the 50's resulted in doubled consumption of cigarettes. By lowering nicotine levels in today's cigarettes, you will just double the number they will smoke. It's the drug the smoker wants. Imagine solving heroin addicts drug use by cutting it in half with saline? They will shoot up twice as much to get the same desired experience.

I had an uncle from Estonia. He either. Smoked unfiltered Camels or tore off the filter from Pall Malls, and smoked them. He smoked four a day.
