The United States steam transport Fulton, WOTTON, Commander, from Port Royal Dec. 18, via Fortress Monroe, Va., Dec. 20, to Brevet-Brig.-Gen. STUART VAN VLIET, Chief-Quartermaster, arrived yesterday morning.
The Fulton touched at Fortress Monroe, to land Lieut.-Col. O.E. BABCOCK, Bearer of Dispatches from Gen. SHERMAN to the War Department; also, Col. A.H. MARKLAND, Gen. SHERMAN's Mail Agent.
Savannah was still in the hands of the Confederates. Its surrender had not been demanded by Gen. SHERMAN up to the time of the sailing of the Fulton.
Among the passengers per the Fulton, is Col. W. GURNEY, of the One Hundred and Twenty-seventh New-York Volunteers, and nineteen other officers of lesser grades, who were wounded in the late battle at Pocotaligo, S.C.
Arrival of the Army Mail at Gen. Sherman's Headquarters.
WASHINGTON, Wednesday, Dec. 21.
The Post-office Department has received the following dispatch from Special Agent MARKLAND:
FORTRESS MONROE, Dec. 20.
Hon. W. Dennison, Postmaster-General:
I have just arrived here. Left Gen. SHERMAN on the evening of the 16th. The great mail was distributed to the army on that day. The best health and spirit prevails. A.H. MARKLAND,

Important order from the War Department -Officers Belonging to Sherman's Army Off Duty, Ordered to Join their Commands.
WAR DEPARTMENT, ADJUTANT GENERAL's OFFICE, WASHINGTON, Dec. 19, 1864.
SPECIAL ORDERS, No. 455 -- Extract 25. -- All officers and detachments absent from Gen. SHERMAN's army and not on duty with Gen. THOMAS will immediately join their respective commands near Savannah, via New-York. The Quartermaster at New-York will furnish transportation. By order of the Secretary of War. (Signed) E.D.
