This is byproduct of alien tech that uses black holes as subway stations across the universe. When the enter or exit a black hole there is a burst of this radiation much like when you open a door in the winter some of the air passes thru before you get inside.

Griffith Park Observatory, Los Angeles. They dug up the front lawn and built an underground extension there. On the back part they blew up a small portion of the sky to occupy the entire wall. In that section you can see M87 and the jet emerging from its supermassive black hole. Oddly enough it had no notation the last time I visited.
