The Department of Homeland Security needs to be broken up into little pieces.
They are terrorizing and spying on average Americans while claiming to be unable to do anything about drones flying overhead.
They are worse than useless.
How about getting rid of the ATF as those three items are (purportedly) legal in the US.
Congress needs to be factored in. And with the number of Republican squishes in D.C., particularly in the Senate, meaningful cuts could be difficult. These officeholders get big donations for reelection from the lobbyists, who generally want to see even MORE spending.
As long as none of my government goodies like Social Security and Medicare and Freeways are not touched, I’m good with anything they do.

The Private Sector Survey on Cost Control (PSSCC), commonly referred to as the Grace Commission, was an investigation requested by United States President Ronald Reagan, authorized in Executive Order 12369 on June 30, 1982.
In doing so President Reagan used the now famous phrase, “Drain the swamp”.
The survey’s focus was on eliminating waste and inefficiency in the United States federal government.
Businessman J. Peter Grace chaired the commission. Reagan asked the members of that commission to “Be bold. We want your team to work like tireless bloodhounds. Don’t leave any stone unturned in your search to root out inefficiency.”

One trillion is 1000 billions. I’m betting they can trim a lot more than 2 trillion. Maintaining/leasing fed buildings in DC cost about 16 billion a year. Little by little, it’ll ad up.

DOE needs to go. It has accomplished very little. So do a lot of others but we have said this many times before. The key to real savings is to repeal the Congressional Budget act of 1974 and all of its kin. Return us to responsible and accountable Zero Base Budgeting and Presidential Impoundment or Sequester.
Congress should do clawbacks on the people who have defrauded the government. And the most important places to cut are where the outlays are highest. No more scared cows. That game must stop.
