'The Building Always Wins'—Kasie Hunt Lets Slip A Synonym For 'The Deep State'

Liberals often deny the existence of the Deep State. Thus we see columns like this, in the New York Times: "What Happens When You Fight a ‘Deep State’ That Doesn’t Exist." And this one by David Remnick, editor of The New Yorker: "There Is No Deep State."

But on today's episode of CNN This Morning, host Kasie Hunt acknowledged something that is effectively a synonym for the Deep State.

Describing the challenges facing Elon Musk and Vivek Ramaswamy in their Department of Government Efficiency [DOGE] undertaking to render the federal government more efficient and less costly, Hunt said:

"There is this saying in Washington that, at the end of the day, the building always wins. So that even when you do try to do something, the building itself will push back."

So the "infrastructure" in place in the federal government will "push back" against any attempt to change the status quo. And that status quo is almost always of a liberal bent.

Sure sounds like . . . the Deep State!

I once worked one legislative session in Washington state.

There always were bills proposed to reduce government or make it more efficient.

The local newspaper would report “Bill to reduce dept of health” or this or that.

One of the permanent committee staffers had a bulletin board with the headlines cut out but titled “Who is Bill?”

My worry also. If the Trump administration with presumed control over the House and Senate could pass election legislation severely limiting vote fraud, then we stand a chance.

There would have to be federal laws strictly enforced in each state to ensure only US citizens that are alive vote just once and that there is no tampering with their votes. If this could happen I bet a few blue states would turn red with the next election as well as the WH, House and Senate remaining Republican.

There’s a chance California may even turn red. New York, never.

Every Executive branch department should be sunsetted anytime the government runs a deficit during the previous fiscal year.

October 1st: Breaking News - unofficial preliminary numbers tell us that the federal government ran a deficit the fiscal year ended yesterday. This means that the sunset operation will be in effect for September 30th when confirmed by the official report from the Treasurer.

October 8th: Breaking News - official report from Treasurer confirms that the federal government ran a deficit in 2024. All State Governors/Legislatures notified that info on federal servants will be forwarded to them by OPM and federal facilities by GSA no later than October 15th. All agencies/departments now on automatic pay/hiring freezes.

October 15th: All State Governors/Legislatures have been notified of the properties/servants that are within their jurisdiction. All servants notified that the States have been contacted. Deadline of October 31st for States to provide contact info for transition office & readiness to support transition (or not).

In the meantime Congress will be able to work with the President to figure out how to get appropriate essential services in place for the next fiscal year through new legislation and new departments. That should be decided by January 1st.

The existing department heads will prepare for the abolishment of their department/agencies and for the legacy information/duties of the agencies/offices to be transitioned over to willing States hosting these properties/people. Those States unwilling to assume control (at fair price) for any agency offices (including its servants) will then see those properties/people and offices within the State go through expedited transition during January-March. This means mass layoffs at those offices, transition of all services to other offices, and then liquidation of all federal properties during Q2.

During Q1 we should see the transition teams put in place for whatever new laws have been passed for new agencies. They will get to work for preparations during Q2 on assuming/purchasing appropriate federal properties (hopefully of those planned for liquidation during Q2 or to rent/purchase from States).

During Q2 with all of the federal servants of the existing departments/agencies either assumed by States (as of October 1st) or let go the entire federal Executive branch workforce will be made up of as of April 1st:

President, VP, and their key office staff
New Department/Agency transition teams - to head all future departments (leaders already sworn in + consultant servants)
Old Department/Agencies leadership teams - the appointees already in place (their jobs end by September 30th)
SES, civil servants, sworn officers, enlisted, contractors, etc - all State-sponsored (i.e. for each of them - there is a State government prepared to assume responsibility for their employment & legacy duties) - each one belongs to some State-hosted Office for a particular federal branch (a level within an agency or department).

As of April 1st this is the status of all properties:
Ones where States have agreed to assume control/responsibility (per federally-mandated pricing) & still under control of GSA
Ones where States have not agreed to assume & under control of GSA

During Q2 the new transition teams of the new departments arrange for assuming whichever properties they need (per negotiations with GSA) and with OPM for which legacy department/agency branches’ State segments they need. By the end of Q2 we’ll know which of the branches’ State segments of people will be retained and which ones removed through OPM processes & which properties to go to new departments & which ones for GSA to handle with the States or other liquidation processes.

Effective July 1st all federal properties will be under the control of either new departments/agencies or GSA for the purpose of federal liquidation processes. During July-August its possible for legacy agencies to rent properties from GSA for transition purposes where they need longer retention. By September they should only need guest space for legacy agencies from willing new agencies or legislative/judicial hosts.

Effective July 1st all of the federal servants in the branches’ State segments getting removed from federal service will become new State government employees. The States who didn’t agree to transitions will already have seen their federal servants laid off during Q1 so they won’t be anything to worry about as the servants have already transitioned to normal lives. For the rest of Q3 the old federal agencies/departments will contract whatever employees they need from these State government employees to ensure continuity, but no later than September 30th these State employees will be released as federal contractors. The new federal agencies/departments can also select State employees they’d like as contractors in case they have budget/needs, but of course these State governments will have to compete on the open market to win such contracts.

During July all of the federal servants in the branches’ State segments getting retained for federal service will be transitioned to new departments/agencies. During August all of the old departments/agencies will wind down & disband with just a handful of leaders (or acting ones in place for the wind-down) remaining by the end of August. During September the old agency/department heads should just wrap up ensuring that legacy responsibilities (such as veteran services for former Warfighters) are being handled as decided by the President/Congress on the transition.

I can imagine that where there is good consensus that during Q4 the President/Congress will setup new departments to assume whatever agencies/services make good sense in the existing departments. But for anything not worthwhile they’ll get automatically abolished on a regular basis. And the federal workforce will be reminded that they are federal servants of We The People and that if they want longevity then they need to do their part to help Make America Fiscally Awesome.

You’re right. But I think she didn’t want to use the term “House” because that term would be too close to home. But in either case, the the odds are always tipped in favor of the house because it’s how they make their money
