Special Dispatch to the New-York Times.

WASHINGTON, Monday, Nov. 28.

The extracts from the Southern papers sent you give the latest intelligence from SHERMAN. It is obvious that the rebels have given up all hope of being able to prevent SHERMAN from reaching an outlet on the seaboard. They will confine their efforts to making his expedition as fruitless as they can. Military men here feel the utmost confidence in regard to the ultimate results of the Georgia campaign, and whatever fears have hitherto been entertained respecting its success, are now completely dismissed.

Richmond papers of Saturday 26th, have been received here. I am indebted to the Philadelphia Inquirer for the following:

WHERE IS GEN. SHERMAN?

The Times hunts up 40,000 men for us in Georgia. We may add 10,000 cavalry to this, and not be far out of it. But where is SHERMAN? Brig.-Gen. WINDER may yet answer this.

NO INFORMATION FOR YANKEES.

From the Richmond Dispatch, Nov. 26.

Seeing that SHERMAN is now cut off from all communication with his own country, and that the military authorities of his own nation can only hear from him through the medium of the Southern press, did we publish intelligence concerning him and his movements that reaches us, we should be guilty of the offence known as "giving information to the enemy," and would in no respect, except in motion, differ from the man who should collect information here, and committing it to writing, send it direct to GRANT's headquarters; therefore, we have concluded, until such time as reticence shall be no longer necessary, to ignore the Georgia campaign.

When I learned that General Sherman used Federal Census data to determine what plantations to loot to feed his Army, I was floored.   That was next step warfare.
