Good question. Odds are you have to know somebody higher up, to be in the running for appointive positions of an incoming president.
Once the agencies get going you can try USAjobs.gov
since no designer applied to dress melania in the first term, I again applied for the job in this term.

Contributions, untrained/uneducated opinions, and second hand knowledge are not resume material. It takes years of working within the system to gain a pratical knowledge and proveability to get a position that will pay the freight for you. Otherwise, the best you’ll get is gopher. And there aren’t too many of those either.
