Having retired from the industry i can tell you that cell phone data is not the means to track within a few centimeters. You’d have to have an insane ‘cell tower’ density and proximity.
Cellular alone in a 4G and early 5G era is good for a couple to several meters.
Cellular 4G plus WiFi will improve accuracy more.
Cellular 4G plus WiFi plus GPS *can* be within a meter or two.
If on a full 5G network, X, Y and Z location is doable. 4G was X, Y.
There’s all sorts of other NFC to add in, but that’s not Germaine to the Epstein era of travel.

We like to be entertained with stories like James Bond, Jason Borne, and Ethan Hunt who can operate outside of the law to accomplish noble things for the benefit of humanity.
But the reality seems to be that such characters working outside of the law for secret agencies are more like Jeff Epstein, John Podesta, and Peter Strzok.
Maybe this is why Trump isn’t worried about the confirmation of his cabinet. (Gates’ phone must have been one of them)
