That said, a sure fire method of bringing the West and Ukraine to the table is to level Kiev , with a non nuclear western style “ shock and awe”. Once Kiev is uninhabitable, I am sure the West will see the errors of their despicable ways….

the man is being a bit dramatic. In other words, the new weapon can accomplish what ICBMs can accomplish but without the radioactive fall out. All those targets that he mentions that can be taken out by the new weapon have always been vulnerable to ICBMs which are much faster.
It does look like the Biden administration is more keen on World War III and the attendant nuclear eradication of humanity than Putin is.
I find kinetic bombs lacking in potential.
