The will of the people has been defied for a long time.

We have not had a budget for as long as I can remember.

You aren't that young are you? While indeed rare, extremely rare in fact, Congress has passed all its required appropriations measures on time only four times in nearly five decades: fiscal 1977, 1989, 1995, and 1997. It's only been 27 years since they last passed a budget. Perhaps we can do away with Congress since they have become a non-functioning branch of government, that has created other agencies that they outsource their responsibilities to in order to legitimately claim they are not responsible. 😋

Yes, of course you are absolutely correct. 🙂👍

At its worst impoundment defies the will of the people

Do you seriously think congress is acting in our interest?

We have had taxation without representation for a very long time.

Congress will have a hard time claiming they passed a budget when they simply don’t. Continuing Resolutions are not budgets.

I often say that we are like the Roman Empire -- they had a Senate ... but did it matter? The Emperor did what he liked. The Senate was a club of rich guys who got to feel important. And here we are. The real difference is that our "Emperor" is in the shadows running stuff and the public thinks it's someone whom we elected. It isn't.

I don’t agree with your assumption about the Roman Senate. I think Julius would agree with me.

It’s not a single person either, it’s an organization that operates much like the Mafia organizations.

I should have said that impoundment at its worst defies the will of congress, instead of saying the will of the people. I recognize now that the will of congress and “the will of the people” are only the same thing in theory.

One way to reduce spending and eliminate government programs is to stop spending and eliminate government programs. If Congress passes a budget that includes funding for the dept of Education for instance, or some dei crappola, or funding to a sanctuary city ...don’t sign it until those items are removed. By all means - let’s have a ‘Government shutdown’ ...then fire all the non-essential employees that get to stay home and are probably paid anyway....

That law was aimed strictly at Richard Nixon, before that it was perfectly acceptable to impound funds. congress would have to repeal that law and right now the Democrats would never support it.

What is needed is a Constitutional Amendment for a line item veto.

do they need 60 votes in senate or 50 to repeal it…it is a cash related item so maybe it could be repealed via reconciliation?
