Then look at case by case on the violent ones.
For example, did Capital Police start the violence against them.

What he can do on Day 1 is see that they are better treated. Relocate them, perhaps. Decent food, contact with the outside....are there any illegals he could kick out of D.C. hotels to make accommodations?
