The article says “develop” a bomb, not USE one. Ukraine had the 3rd largest stockpile in the world just 30 years ago. And we are obligated by treaty to use nukes against anyone that uses nukes against Ukraine.
What treaty is that? If you mean the Budapest Memorandum of 1994, it’s not a treaty ratified by Congress, and besides, it does not state we are obligated to use nukes. Have you read it?

That’s true, but Russia still maintained control of them. They were useless to them in reality, for without the launch sequence they had no real nuclear weapons at their disposal.
That is not true at all. That is why Ukraine is not in NATO. If they join NATO we would have an obligation for mutual defense by treaty. We owe them nothing.
