WASHINGTON, Wednesday, Oct. 26.

It is not impossible that the statement of Gov. YATES, of Illinois, in his recent public speech at Jacksonville, may prove true, "that he thought he might safely say, from some letters which he had been permitted to read, officially, that Richmond would be in our possession before the 8th of November." Gen. GRANT himself, however, indulges in no flatulent prophecies.

Rumors have again been rife in Washington to-day of the evacuation of Petersburgh. This is a slight anticipation of what it is hoped will soon be a glorious fact.

It is stated positively that BEAUREGARD has taken personal command of the rebel Army of the Southwest, now in Alabama. This is not merely an inference from the language of his address of the 17th instant, on assuming command of the Middle Division of the West, in which he informs the army he comes to share their struggles and privations, and strike a blow that shall bring success to their arms, &c., but reaches the Government directly. This change could only have arisen from the conviction that HOOD's operations are as miserable a failure as we know them to be. Whether BEAUREGARD will be able to do better than HOOD remains to be seen; but one thing is clear, that the offensive movement from which the rebels hoped, and JEFF. DAVIS promised so much, has come to nothing. SHERMAN is out of Georgia, it is true; but this is only because he is following up the rebels in Alabama. All the damage the railroad suffered between Chattanooga and Atlanta, it is understood, will be repaired to-morrow.

From present indications it seems to be the rebel aim to take up a front in northern or central Alabama, covering Montgomery, Mobile, etc.

These are the only NYT postings that I sometimes will read. Even these are chockfull of Yankee propaganda but not near as much a now-a-days.
